Sea cargo arriving in Cebu is not in the coastwise table, which records the port of origin only. Shipments not documented at a listed port, such as small boats at unlisted landings, are not counted. Large changes between single years can reflect how shipments were recorded and classified, so compare several years before reading a trend.
